ARSIEM is looking for an amazingly talented OCO Networking and Internet Product Manager to join our team! In this role, you will define and communicate the product vision and Roadmap for cyber mission systems, with a focus on cloud networking and internet connectivity, in support of OCO. This position will support one of our Government clients in Columbia, MD.
Responsibilities
• Product Vision & Strategic Roadmap: Develop and maintain a comprehensive product strategy aligned with the command’s vision. Proactively incorporate emerging technologies and migration strategies (e.g., to JWCC) into the product plan.
• User-Centric Backlog Management: Conduct thorough user analysis to create and manage a prioritized product backlog. Translate user needs into epics and features that drive development.
• Architectural & Operational Excellence: Champion the principles of the AWS Well-Architected Framework across the product lifecycle.
• Reliability & Performance: Drive requirements for a resilient platform architecture that recovers automatically from failures and scales to meet changing workload demands.
• Security & Compliance: Work with engineering and cybersecurity teams to ensure the platform has a robust security posture, including identity management, data encryption, and continuous monitoring, while adhering to all policies for classified environments.
• Cost Optimization: Implement and oversee a financial management strategy for the platform. Drive cost-efficiency by ensuring right-sized infrastructure, eliminating waste, and providing cost visibility to tenants and leadership.
• Cross-Functional Leadership: Serve as the primary interface between mission stakeholders, developers, acquisition personnel, and senior decision-makers. Facilitate collaboration to ensure successful platform delivery and evolution.
• Data-Driven Performance Analysis: Define and monitor key performance indicators (KPIs) for platform usage, performance, reliability, and developer satisfaction. Use this data to inform product decisions and guide iterations.
• Subject Matter Expertise: Serve as the team's expert on Platform as a Service (PaaS) technologies, modern software development techniques, APIs, and the specific challenges of developing and deploying applications in classified cloud environments.
Minimum Qualifications
• Bachelor's degree in Computer Science, Engineering, or a STEM related technical field Bachelor’s degree and 12+ years of relevant experience or Master's degree and 10+ years of relevant experience
• An additional 5+ years of experience in product management, systems engineering, or solutions architecture with a focus on cloud-native product
• Direct experience with the AWS Well-Architected Framework (or equivalent) is highly desirable.
• At least one year of hands-on experience in GovCloud, C2S, or a similar regulated government cloud environment.
• Proven experience leading teams or developing under an Agile methodology (SAFe, Scrum, Kanban).
• Technical Skills:
• Strong understanding of cloud-native concepts and technologies (e.g., IaaS, PaaS, AWS, Azure).
• Deep familiarity with dataflows, integration patterns, and security within DoD or IC networks.
• Proficiency with product management and collaboration tools (Jira, Confluence, Gitlab).
• Proficiency in system analysis and design; familiarity with UML is a plus.
• Lcat Requirements:
• Design and develop solutions to complex applications problems, system administration issues, or network concerns;
• Perform systems management and integration functions.
• Excellent written and verbal communication skills, with the ability to articulate complex technical concepts to diverse audiences.
• Strong analytical and problem-solving skills, with a demonstrated ability to use data to drive product decisions and evaluate technical proposals.
• Security Clearance: An active Counterintelligence (CI) granted within the last 7 years.
Clearance Requirement: This position requires an active TS/SCI with a polygraph. You must be a U.S. citizen for consideration.
