Barbaricum is seeking a Program Manager to serve as the primary liaison between U.S. Central Command (CENTCOM) and contractor leadership, ensuring effective coordination, oversight, and execution of contract workforce operations. This role is responsible for aligning program objectives with CENTCOM mission priorities through strategic planning, resource management, and stakeholder engagement.
The selected candidate will oversee the execution of multiple interrelated projects, ensuring compliance with contractual requirements, performance standards, and operational policies. This position requires strong leadership, communication, and problem-solving skills in a high-tempo, mission-critical environment.
Responsibilities:
β’ Develop and execute comprehensive program strategies aligned with CENTCOM objectives, including scope, milestones, and timelines.β’ Establish and maintain standard operating procedures (SOPs) for workforce management, performance tracking, and reporting.β’ Ensure integration and coordination across all projects to meet mission requirements and organizational standards.β’ Manage and allocate personnel, budgets, and resources to optimize program performance and efficiency.β’ Oversee scheduling, assignments, and tasking for a large contract workforce (40+ personnel).β’ Support recruitment and hiring efforts to ensure staffing aligns with program needs.β’ Establish performance standards and implement corrective actions for underperforming personnel.β’ Identify, assess, and mitigate program risks, developing contingency plans for mission-critical scenarios.β’ Provide real-time problem resolution while balancing operational priorities and strategic objectives.β’ Serve as the primary point of contact between CENTCOM leadership and contractor management.β’ Deliver executive-level briefings and reports on program performance, risks, and resource allocation.β’ Collaborate with military leadership, public affairs teams, and external stakeholders to ensure mission success.β’ Implement quality control measures to ensure all deliverables meet CENTCOM and DoD standards.β’ Develop and deliver monthly, quarterly, and annual performance reports with data-driven recommendations.β’ Track and analyze contractor performance metrics to ensure compliance with contractual requirements.β’ Support emergent operations, including 24/7 surge support during crises or mission-critical events.
Required Qualifications:
β’ Active DoD Top Secret clearance with SCI eligibility.β’ Minimum of seven (7) years of progressive experience in program management supporting complex, multi-project environments.β’ Experience managing large-scale contract workforces (40+ personnel) in high-tempo operational settings.β’ Experience with strategic communications, media operations, and content production planning (including photo and video production).β’ Demonstrated ability to analyze performance data, assess risks, and provide actionable recommendations to senior leadership.β’ Strong understanding of U.S. military structure, culture, and operational environments, particularly within CENTCOM or similar commands.β’ Proven leadership, communication, briefing, and critical thinking skills.β’ Ability to manage competing priorities and deliver high-quality results under tight timelines.β’ Bachelorβs degree in a related field (e.g., Business, Communications, Management, or related discipline); additional experience may be substituted in lieu of a degree.
Preferred Qualifications:
β’ Experience supporting CENTCOM or other Combatant Commands.β’ Experience with DoD public affairs, strategic communications, or information operations programs.β’ Program Management Professional (PgMP) certification.β’ Project Management Professional (PMP) certification.β’ Lean Six Sigma Green Belt or Certified Six Sigma Black Belt (CSSBB).β’ Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO).
