The New York City Department of Correction (DOC) is an integral part of the Cityβs evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
This position is part of the Training and Development Division falling under the overall administration of the Deputy Commissioner of Training and Development and under the direction of the Director of Curriculum, with wide latitude for the exercise of judgment, the candidate will serve as the Training Management Specialist/Curriculum Developer. They will be responsible for planning, designing, developing, and implementing training designed to enhance staff performance, increase staff competencies, and meet administrative mandates for uniformed and non-uniformed staff. The selected candidate will be responsible to:
-Create and perform appropriate needs assessments to determine training program goals and objectives. Assist in the creation and revision of recruit, in-service, non-uniformed lesson plans and other relevant training materials, Create and perform training evaluations to determine training program impact and effectiveness. Interact with curriculum design vendor teams to conduct expedited review, and updates of curriculum for Legal Division and Federal Monitoring team review.
-Consult with agency managers, supervisors and subject matter experts to determine needs, identify solutions and secure appropriate training to meet those needs. Conduct research on best practices and issues related to training and staff development. Review and design training curriculum for new and ongoing training projects. Design and deliver professional presentations to uniformed and non-uniformed staff. Establish and maintain cooperative relationships with other City/State and Federal government agencies, external vendors and academia to set training objectives, develop curriculum and ensure quality of materials.
-Assist with development and implementation of new training initiatives and special projects, including eLearning, in- person and/or virtual instructor-led trainings, webinars, simulations etc. Develop/ monitor project plans and ensure that deliverables are provided in accordance with established time frames and deadlines.
-Manage professional organizational research work in the development of complex surveys, and studies of organizational/ operational deficiencies, which may require the use of quantitative analysis, cost analysis and other research techniques.
-Facilitate instructor-led training as needed. Audit the delivery of training to identify, recommend and implement opportunities for improvement in content and delivery.
-Support the work of the Training and Development Division management team, as needed.
Preferred Skills:
-Proficiency in MS Word, Excel, PowerPoint and Outlook. Outstanding interpersonal and writing skills. Experience with high level administrative functions, and business process analysis; research and policy analysis/development. Excellent communication, organizational, analytical and presentation skills highly desired. Experience or know ledge of curriculum design, lesson plan development, training delivery and program planning. Background in training, staff development and project management preferred.
