TEMPORARY GRANT-FUNDED POSITION
The New York City Housing Authority (NYCHA)βs Office of Resident Economic Empowerment & Sustainability (REES), situated within NYCHAβs Department of Resident Services, Partnerships and Initiatives (RSPI), is charged with working to develop and implement programs, policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development.
NYCHA REES seeks to hire a Project Manager, Financial Self-Sufficiency (FSS) to join NYCHAβs FSS program. The NYCHA FSS program is a U.S. Department of Housing and Urban Development (HUD)-funded initiative that promotes economic self-sufficiency for NYCHA Section 8 Housing Choice Voucher Holders. Participating households commit to achieving personal goals within the five-year period of the FSS contract. Goals may include obtaining and maintaining employment, becoming free of cash public assistance benefits, enrolling in a job training program, or obtaining a High School Equivalency (HSE) or post-secondary degree. Participants earn money in an escrow account when their earned income increases and receive a disbursement upon successful completion of their FSS contract.
POSITION SUMMARY
Reporting to the FSS Administrator, the Project Manager, FSS plays an important role in advancing the goals of the Family Self-Sufficiency (FSS) program. This position provides both project management and case management support, ensuring effective implementation of the FSS Action Plan, strengthening resident engagement, and coordinating partnerships with community-based organizations. The Project Manager works closely with the FSS Administrator, Senior Data Manager, REES Senior Director, other FSS Coordinators and internal NYCHA teams to track progress, support strategic initiatives, and help residents achieve economic mobility and financial stability.
KEY RESPONSIBILITIES:
1. Outreach, Enrollment & Participant Engagement:
- Support FSS Administrator and REES Senior Director to design and execute a resident outreach, recruitment, referral and case management plan to increase enrollment and support residents with successful program completion, including developing key outreach materials.
- Create targeted resident outreach and communication plans especially for participants not earning escrow and those midway through their program term to support successful program completion.
- Develop information session calendars, materials, and workshops for residents.
- Collaborate with the FSS Coordinator, FSS Associate, and REES Zone Coordinators to enroll interested and eligible Section 8 residents into the program.
2. Program Implementation & Workflow Development:
- Refine workflows aligned with the HUD approved FSS Action Plan and ensure compliance with program policies and procedures.
- Work with the FSS Administrator to coordinate key components of the Action Plan and identify best practices or areas requiring additional support.
- Recommend and integrate best practices into resident recruitment, case management, and program operations.
- Support strategic planning and special projects led by the FSS Administrator.
- Liaise with internal NYCHA departments, including Leased Housing, IT, and Finance to support program operations and cross departmental workflows.
3. Case Management & Participant Support:
- Provide case management to connect participants with services that support financial stability and asset building. Monitor participant progress, complete quarterly and annual assessments, and support participants through graduation.
- Assess participant needs, develop individualized service plans, and make referrals to job training, education programs, financial counseling, and other wraparound supports.
- Monitor participant progress, conduct quarterly progress reports, and perform annual assessments of goal achievement. Document case management activities into the NYCHA FSS web-based CRM system and prepare monthly reports tracking referrals, outcomes, and milestones.
- Determine participant graduation status and approve escrow disbursements in coordination with the FSS Administrator.
- Contribute to developing and implementing best practices in FSS case management.
- Support IT related projects by serving as a liaison between the FSS Program and IT teams.
4. Data Tracking, Reporting & Performance Management:
- Work with the FSS Administrator, Senior Data Manager and REES Senior Director to maintain accurate FSS performance indicators and ensure data integrity.
- Support FSS Administrator with regular data quality checks to ensure real time accuracy of program metrics.
- Track progress toward annual program goals and prepare regular reports for FSS Administrator and REES Senior Director.
- Analyze program metrics to identify opportunities for operational efficiencies and improved participant experience.
- Maintain statistical data required for HUD and agency reporting, ensuring accuracy of eligibility, enrollment, and program documentation. Prepare monthly, interim, annual, and HUD required reports.
- Conduct internal QA checks of case files to ensure compliance with program regulations.
- Regularly track and report progress toward annual departmental goals, providing support to ensure targets are met.
5. Partnership Management & Cross-Agency Collaboration:
- Foster and manage partnerships with community-based financial capability, vocational training, adult education and business development organizations, as well as sister City agencies, leveraging the existing REES network of 80+ partners.
- Oversee assigned external partner relationships in alignment with partnership agreements.
- Coordinate the Program Coordinating Committee (PCC) to ensure participants are connected to the services needed. Participate in PCC/FSS Board meetings, take notes, and prepare meeting minutes in alignment with grant obligations.
- Work collaboratively with internal units to support program goals and ensure seamless service delivery.
6. Escrow Account Management:
- Manage escrow accounts in coordination with FSS Administrator and Finance, including monthly accounting reconciliations, tracking escrow deposits, and processing disbursements.
- Maintain accurate escrow records and prepare required monthly and annual balance and forfeiture reports.
7. Strategic Support:
- Assist the FSS Administrator with strategic planning and special projects.
- Identify best practices and recommend process improvements to enhance program recruitment, engagement, and outcomes.
- Support fundraising efforts by updating needs assessments, preparing proposal content, and assisting with grants management.
- Ensure compliance with HUD and other funder requirements.
8. General Program Support:
- Perform other related duties as assigned.
