Department of Buildings Information Technology is responsible for the data processing functions and operations of systems that provide operational, analytical, and managerial support functions, as well as IT resource management for the agency. DOB IT develops and maintains application software for such systems. Working closely with owner/client bureaus within the agency, IT develops and implements both custom and packaged applications, and maintains the requisite technical infrastructure, using in-house project resources and hired consultants. The Department is in the process of the development, conversion, and modernization of the agency's numerous legacy systems. The successful candidate will serve as a Senior Data Architect who will support the Information Technology team in DOBβs pursuit of its consolidation of the new technology initiatives for the agencyβs mission critical systems. The Data Architect is responsible for designing, governing, and optimizing the organizationβs data ecosystem across cloud and on-premise platforms. This role ensures that data is structured, integrated, and accessible to support applications, analytics, operational reporting, and strategic decision-making. The ideal candidate combines deep technical expertise with strong communication skills to translate business needs into scalable data solutions.
Responsibilities include, but are not limited to:
- Design and maintain enterprise data architecture spanning Azure, Oracle Analytics, Snowflake, and Oracle/SQL Server on-premise systems.
- Develop and optimize data models (conceptual, logical, and physical) to support, applications, analytics, operational systems, and integration needs.
- Lead the design and implementation of ETL/ELT pipelines using Microsoft SSIS, Snowflake, Informatica, Azure Synapse, and other integration tools.
- Establish and maintain data lineage, metadata standards, and data governance practices to ensure data quality, consistency, and compliance.
- Architect, performance optimize and manage data storage, processing, and integration across Azure Dataverse, Azure Synapse, Oracle Database, Microsoft SQL Server, and Snowflake.
- Design and support API-based integrations, ensuring secure and scalable data exchange across systems.
- Collaborate with application solutions architects and business stakeholders to understand data requirements and translate them into technical specifications and architectural designs in support of the enterprise data architecture.
- Evaluate new technologies, tools, and platforms to enhance the data ecosystem and support evolving business needs.
- Partner with security teams to ensure data protection, privacy, and compliance across all environments.
- Provide technical leadership and guidance to data engineers, analysts, and cross-functional teams.
- Create complex Queries, Functions, Views and Stored Procedures.
Business & Communication Skills:
- Ability to translate business requirements into scalable data solutions and architectural designs.
- Strong communication skills to collaborate with technical and nontechnical stakeholders.
- Experience supporting analytics, reporting, and data-driven decision-making across an organization.
Technical Expertise:
- Strong hands-on experience with: Azure Dataverse, Azure Synapse Analytics, Snowflake Data Cloud, Oracle Analytics Cloud, Oracle DBMS, Microsoft SQL Server/SSIS, MuleSoft,
Erwin, Power BI
- Proficiency in data modeling, including dimensional, relational, and domain-driven design approaches.
- Deep understanding of data lineage, metadata management, and enterprise data governance.
- Expertise in ETL/ELT development with Microsoft SSIS & Informatica.
- Experience designing and managing APIs using MuleSoft.
- Strong understanding of cloud and on-premise architectures, hybrid data environments, and integration patterns.
