The New York City Housing Authority (NYCHA) is the nationβs oldest and largest public housing authority with more than 176,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHAβs Asset & Capital Management (A&CM) Division integrates and aligns the Authorityβs existing development, modernization, and asset management work being carried out by the Capital Projects and Comprehensive Modernization departments. This includes a $4.5 billion capital program - one of the largest in NY State. The A&CM Division will bring comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division will also position NYCHAβs housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residentsβ quality of life while enhancing building performance and management systems. The division has recently defined a strategic change program to strengthen capabilities and performance in these and other areas.
Within Asset and Capital Managementβs Quality Assurance Vertical, the Construction Safety and Quality Department (CSQ) performs independent site inspections of samples of active construction sites to ensure that construction work is performed in a safe manner, in compliance with regulatory agency requirements, and the quality of work is in line with best practices and contract specifications. The department also performs reviews of proposed specifications and drawings and develops Site Safety Programs (SSPs) and Environmental Remediation Work Plans (ERWPs) to ensure that safety and environmental requirements are appropriately addressed.
Reporting to the Environmental Compliance Manager, with latitude for independent judgment, the Senior Environmental Compliance Analyst will perform highly responsible work in managing field audits of active hazardous material abatements and ensuring compliance with safe work practices. The successful candidate will also review licenses, testing data and related reports to ensure compliance with contractual requirements and other mandates; assist with resolution of identified non-compliance items; the preparation of reports for oversight departments; and assist with managing and coaching junior staff.
Additional duties and responsibilities of the position include, but are not limited to, the following:
1. Coordinate and participate in planning and construction meetings with contract staff, architects, engineers, project managers and administrative management to effectuate solutions to all environmental issues.
2. Interact with oversight departments and other A&CM Departments to respond to/coordinate responses to inquiries.
3. Review proposed plans submitted by contractors.
4. Review licenses of contractorsβ proposed staff.
5. Assist in the development and implementation of policies and procedures.
