The Bureau of Human Resources and Labor Relations is looking for a professional Talent Acquisition Data Analyst to join its team to support and enhance our agency's recruitment efforts through the utilization of data/reports and industry standard methods to increase diversity and continue to develop strategies to attract talented doctors, nurses, scientists, researchers, administrators and technicians. Talent Acquisition Data and Reporting Duties:
- Under direction, performs professional-level recruitment reporting and workforce analytics functions in support of agency hiring operations utilizing Excel, NYCAPS, CHRMS, and PMS.
- Develops, prepares, and maintains recurring and ad hoc statistical reports related to recruitment activities, including but not limited to time-to-fill, time-to-hire, vacancy rates, applicant flow, source utilization, and offer acceptance rates.
- Analyzes recruitment metrics to identify trends, workforce gaps, bottlenecks in the hiring process, and areas requiring corrective action.
- Monitors applicant tracking system (ATS) NYCAPS/SmartRecruiter data to ensure accuracy, completeness, and compliance with Civil Service regulations, Equal Employment Opportunity (EEO), and other applicable federal and state reporting requirements.
- Compiles and evaluates applicant flow data to support diversity, equity, and inclusion initiatives and prepares documentation required for audits and regulatory reviews.
- Conducts workforce analytics to support position control, vacancy management, and strategic workforce planning initiatives.
- Tracks recruitment lifecycle stages and evaluates process efficiency; recommends procedural improvements based on data findings.
Talent Acquisition HR Business Partner Duties:
- Designing and implementing recruitment strategies for acquiring new talent by studying organization plans and objectives; Proactively seeking market intelligence to gain competitive advantage in attraction, assessment and sourcing methodologies.
- Establishing collaborative working relationship with hiring managers by prioritizing recruitment needs and providing comprehensive recruitment activities to assist with their talent acquisition goals and objectives. Participating in panel interviews. Planning, communicating and leading successful outcomes of virtual hiring fairs using virtual platforms such as Zoom, Teams, etc., including, when necessary, preparing and managing breakout rooms.
- Coordinating the talent acquisition research efforts of the agency to determine the most effective community outreach and engagement strategies that will widen the external recruitment net and leverage a viable, diverse, and lucrative pipeline of candidates in support of our high-priority public health goals and community networking objectives.
- Establishing employer brand recognition within the diverse NYC community across all five boroughs by actively participating in and hosting career fairs and recruitment events. Participating in DOHMH sponsored community health events in adherence to our mission of protecting and promoting the health of all New Yorkers. Establishing a strong collaborative networking relationship with the Mayorβs Office of People with Disabilities in hosting Diversity Career Fairs for βPeople with Disabilitiesβ.
- Utilizing social media such as Twitter, Facebook, and LinkedIn to promote job opportunities, source potential candidates, respond to interested candidates' inquiries about working for DOHMH, etc. and to help promote the DOHMH employer brand.
- Conducting research surveillance and records observations on the progress of hiring managers in executing a successful interview process, and the timely selection of identified candidates for existing vacancies.
