Position Summary 
The Smart Infrastructure Project Manager will support the Cityβs SmartCityPHL initiative and work closely with leadership from the MDO and several other agencies across the City.  
The Smart Infrastructure Project Manager will support implementation of new technologies and innovation techniques to improve City operations and services. The work will involve identifying, developing, and implementing pilot programs in coordination with operating infrastructure entities, focusing primarily on projects relating to mobility and right-of-way management. This role will work directly with City agencies, embedded IT staff, and external infrastructure agencies to establish business cases for deployment of leading edge technologies and to promote innovation consulting work both internally and external to City Government. It will also support grant writing and administration focused on federal and state infrastructure projects.  
Essential Functions 
As the Smart Infrastructure Project Manager, some of your responsibilities will include:β― 
β’ Managing the implementation, evaluation, and scale-up of technology pilots, with a focus on those that improve the operations of City-owned infrastructure 
β’ Coordinating the activities of City Department and partner agencies as they implement internal and public facing pilot programs and engage communities about the work 
β’ Identifying funding opportunities that support the Cityβs digital infrastructure development as well as leading or assisting with the grant writing and application processes for infrastructure projects 
β’ Collaborating with the Department of Streets, Southeastern Pennsylvania Transportation Authority, Water Department, Pennsylvania Department of Transportation, DVRPC, and other infrastructure agencies 
β’ Representing SmartCityPHL and MDO among internal and public stakeholders in the development and implementation of strategies related to infrastructure and infrastructure driven service delivery. 
β’ Coordinating with the Law Department and Risk Management to advise cabinet officials and department executives on best practices regarding privacy, security and liability with respect to technology deployments which leverage City infrastructure. 
Required Competencies, Knowledge, Skills, and Abilities 
Digital and Physical Infrastructure Expertise.  
β’ Basic understanding of principles of multimodal transportation systems 
β’ Basic understanding of IT architecture and support systems 
β’ Basic understanding of APIs and field deployment of physical hardware 
Technology and Data Analysis Expertise  
β’ Ability to analyze situational information, constraints, or data and present findings in written reports, visual and verbal communication. 
β’ Basic knowledge of software engineering and data science principlesβ―β― 
β’ Basic knowledge of Microsoft Office applications, ArcGIS, and Adobe Creative Suite.β― 
β’ Willingness and ability to learn and interpret other analytical and design software as required. 
β’ Ability to read and review computer code and system architecture diagrams. 
β’ Ability to develop deeper expertise in a technically complex subject to support the development for a technical solution.
