Role Overview
β’ We are seeking a Senior Manager β Technical Program Management (Engineering Operations) to drive execution governance, operational rigor, and cross-team alignment across the VCC Engineering organization.
β’ Reporting to the Head of Engineering for VCC, this role will serve as a key operational partner to engineering leadership, ensuring visibility into delivery, program execution, engineering metrics, and organizational priorities across distributed engineering teams.
β’ The role will drive organizational execution governance, enabling leadership visibility, delivery predictability, and operational alignment at scale.
β’ The ideal candidate is an experienced technical program leader who can work across engineering, product, finance, and executive stakeholders to drive accountability, operational clarity, and predictable delivery.
Key Responsibilities
Engineering Execution & Delivery Governance
β’ Drive operating cadences including delivery reviews, program checkpoints, and leadership reporting.
β’ Provide visibility into roadmap execution, identifying risks, dependencies, and mitigation plans.
β’ Track leadership action items and ensure timely follow-through.
Technical Program Leadership
β’ Lead complex cross-team programs spanning multiple engineering teams and regions.
β’ Coordinate dependencies across engineering, platform, infrastructure, and product teams.
β’ Maintain program plans, milestones, risk registers, and executive reporting.
Engineering Operations & Metrics
β’ Define and manage engineering operational dashboards tracking delivery health and productivity.
β’ Monitor KPIs such as release cadence, reliability, and technical debt reduction.
β’ Prepare operational summaries and leadership reviews to support decision-making.
β’ Drive improvements to engineering processes that enhance delivery predictability.
Strategic Program Coordination
β’ Provide oversight for initiatives such as platform modernization, reliability programs, and technical migrations.
β’ Establish structured program governance including milestone tracking and leadership reporting.
β’ Identify operational gaps and drive improvements to increase execution efficiency.
Financial & Workforce Operations
β’ Partner with engineering leadership and finance teams on headcount planning and hiring visibility.
β’ Maintain visibility into staffing plans, hiring progress, and team capacity.
β’ Support budget planning and operational reporting for engineering initiatives.
Qualifications
Required
β’ Bachelorβs degree in Engineering, Computer Science, or related field.
β’ 10+ years of experience in technical program management, engineering operations, or product engineering environments.
β’ Experience managing complex cross-team programs across distributed engineering organizations.
β’ Strong understanding of Agile software development and modern delivery practices.
β’ Proven ability to influence senior engineering leaders and drive alignment across large organizations.
β’ Strong analytical and communication skills with a data-driven approach to decision-making.
Preferred
β’ Experience in SaaS, cloud-native, or communications platform environments.
β’ Experience supporting large multi-region engineering organizations.
β’ Familiarity with engineering productivity metrics (DORA, reliability, delivery health)
β’ Experience with tools such as Jira, Confluence, GitHub, or similar platforms.
β’ Certifications such as PMP, CSM, or SAFe Agilist are a plus.
