Solution Architect

Looking for a freelance Solution Architect Duration: 300 days Initial contrat: 100 days Near-site location allowing to reach the Commission premises in Brussels within 2 hours Onsite presence is requested at least one day per week.  DG EMPL, A.4 in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for the management, implementation and monitoring of the DG EMPL annual Work Plan.  The Talent Pool will be an EU-wide digital platform to facilitate international recruitment in sectors where EU member states experience shortages. The online platform will match job vacancies of employers established in the EU with the profiles of non-EU jobseekers residing outside of the EU. The objective of the EU Talent Pool is to make the EU labour market more competitive and to tackle labour market shortages.  DESCRIPTION OF THE TASKS  Propose and document the architecture for the future Talent Pool, in alignment with the technical constraints of reuse of existing components and building blocks  Ensure alignment between the business needs and the architecture of the solution, through documentation, presentations and workshops with the relevant stakeholders  Review all technical analysis performed by the IT external development company, support the Project manager on the decisions to take, and provide feedback on the estimates  Review the proposals of DG EMPL for synergies with other IT systems, and make proposals of architecture  Support the Project Manager in all decisions related to IT developments and change of architecture  Risk and issue analysis, propose mitigation paths  Interaction with other architects, business analysts, business owners, project manager, external development company SPECIFIC EXPERTISE (mandatory) At least 10 years of specific expertise in Java development  At least 5 years of specific expertise in Knowledge in UML modelling (diagrams)  At least 5 years of specific expertise in Knowledge of EC corporate components of architecture (EU Login, EU Send, …) KNOWLEDGE AND SKILLS  Extensive experience of IT developments and IT architecture  Ability to communicate orally and in written in a clear and efficient manner  Ability to draft, improve and document architecture decisions, propose several solutions with pros, cons and risks  Excellent team spirit  Ability to apply high quality standards  Ability to model diagrams in UML standards  Very good communication skills with technical and non-technical audiences  Analysis and problem solving skills  Capability to write clear and structured technical documents
