Role Overview
The Contract Web Developer will work as part of an Agile DevOps team to build, enhance, and maintain mission-critical web applications used by State agencies. This role focuses mainly on Java-based web development, collaborating closely with analysts, testers, and other developers to deliver secure, reliable, and high-quality applications.
Key Responsibilities
Develop, enhance, and maintain Java-based web applications
Participate in Agile ceremonies such as planning, stand-ups, and reviews
Review requirements, estimate development effort, and deliver features on time
Write clean, secure, and well-tested code that meets state standards
Fix defects, improve existing functionality, and support system maintenance
Work with APIs, databases, microservices, and system integrations
Prepare and perform unit testing and support QA testing efforts
Ensure applications meet performance, security, and data accuracy standards
Collaborate with business analysts, testers, DBAs, system admins, and project managers
Document development work and track progress using development tools
Technologies Used
Backend: Java 11/21, Spring, Spring Boot, Spring JDBC
Frontend: HTML, CSS3, SASS, JavaScript, TypeScript, Angular, PWAs
APIs & Architecture: REST APIs, microservices, distributed systems
Databases: PostgreSQL, Informix, SQL databases
Legacy Systems (nice to have): Java 8, Struts, Hibernate, jQuery
Tools & Practices: Agile/Scrum, DevOps, version control, CI/CD
Bonus: Experience with VIBE Coding, Figma to Angular conversion, mobile apps
Required Experience & Skills
Strong experience in Java web application development
Experience working in Agile / DevOps teams
Knowledge of databases and writing SQL queries
Understanding of secure coding and application security best practices
Ability to analyze requirements and translate them into technical solutions
Experience supporting large, enterprise or government systems
Strong communication and teamwork skills
Nice to Have
Experience working on government or criminal justice systems
Experience with older/legacy Java applications
Exposure to emerging technologies and rapid development methods
Certifications in computer science or related fields
Work Environment
Works under the guidance of an IT Manager or Technical Architect
Part of a collaborative Developer Group within a larger Agile Release Train (ART)
Handles multiple assignments while focusing on one task at a time
Regular interaction with business users and technical teams
