Role Overview
The Contract Lead β PMC is responsible for end-to-end contractual and commercial governance of large, complex, and multi-stakeholder infrastructure projects. Acting as the Ownerβs commercial representative, the role ensures contractual compliance, commercial protection, risk mitigation, and effective claims management throughout the project lifecycle.
The position plays a critical role in safeguarding project margins, managing contractual risks, and enabling successful delivery of power transmission (up to 765 kV), HVDC (Β±800 kV), and hybrid renewable energy projects (Solar, Wind, BESS at GW scale).
The role interfaces closely with Project Management, Engineering (Electrical/Civil/I&C), Procurement, QA/QC, HSE, Finance, and Legal, ensuring integrated commercial decision-making aligned with project and business objectives.
Key Responsibilities
1. Contract Administration & Governance
β’ Administer EPC, EPCM, PMC, Design & Build, and item-rate contracts from award through close-out.
β’ Ensure strict compliance with contract conditions, scope definitions, milestones, payment terms, and statutory obligations.
β’ Maintain comprehensive contract documentation including:
β’ Contract registers
β’ Correspondence logs
β’ Change/variation trackers
β’ Claims and dispute registers
β’ Provide interpretation of contract clauses and advise project teams on contractual rights, obligations, and risk exposure.
β’ Align contract administration practices with AECOM PMO/PMC governance frameworks and reporting systems.2. Variations, Claims & EOT Management
β’ Lead preparation, evaluation, and negotiation of:
β’ Variation Orders (VOs)
β’ Change Orders / Change Requests
β’ Claims (cost & time)
β’ Extension of Time (EOT) submissions
β’ Perform detailed delay and disruption analysis (concurrent delays, critical path impact, entitlement validation).
β’ Quantify cost/time implications of scope changes and project deviations.
β’ Ensure robust documentation and defensible positions for claim submissions and dispute resolution.
β’ Drive proactive claim strategy to maximize entitlement recovery and minimize exposure.3. Commercial & Contractual Risk Management
β’ Identify, evaluate, and mitigate commercial and contractual risks across project lifecycle stages.
β’ Support pre-award activities including:
β’ Contract reviews
β’ Risk allocation analysis
β’ Commercial clarifications and deviations
β’ Ensure effective contractual flow-down of obligations to subcontractors and vendors.
β’ Advise Project Director/Manager on commercial strategies, risk mitigation plans, and dispute avoidance mechanisms.
β’ Maintain and update project risk registers in alignment with PMO governance.4. Subcontract & Vendor Contract Management
β’ Support Procurement and Legal teams in drafting and negotiating:
β’ Subcontracts
β’ Letters of Intent (LOIs)
β’ Purchase Orders (POs)
β’ Ensure back-to-back alignment with main contract, including:
β’ Scope and technical specifications
β’ Payment terms and milestones
β’ Liquidated Damages (LDs)
β’ Warranties, indemnities, and liabilities
β’ Insurance and statutory compliance
β’ Manage subcontractor claims, variations, and final account settlements.
β’ Ensure commercial closure of all subcontract packages in line with project timelines.5. Cost Control & Financial Coordination
β’ Collaborate with Project Controls, Quantity Surveying (QS), and Finance teams to:
β’ Monitor budgets, forecasts, and cost performance
β’ Track committed vs actual costs
β’ Support margin protection initiatives
β’ Review and certify:
β’ Client invoices and RA bills
β’ Payment certificates and milestones
β’ Support cash flow forecasting and working capital optimization.
β’ Provide structured inputs for:
β’ Monthly commercial reports
β’ Management dashboards
β’ Project review meetings6. Client & Stakeholder Management
β’ Act as the primary commercial and contractual interface with:
β’ Clients / Owners
β’ Consultants
β’ EPC Contractors and key subcontractors
β’ Participate in:
β’ Progress review meetings
β’ Commercial negotiations
β’ Dispute resolution discussions
β’ Support senior management during escalations and arbitration/litigation processes.
β’ Ensure alignment of commercial actions with overall project delivery strategy.Project Exposure
