The Manager of the Project Management Bureau oversees the coordination of individual projects from inception through implementation.  This position will oversee the work of all project managers including several Project Manager-IV positions who are directly responsible for multiple capital projects under demanding and rigorous quality, budget, schedule, and public scrutiny requirements. The Project Management Bureau is divided into business enterprise and into geographic sections, requiring extensive coordination with other Infrastructure bureaus such as Engineering Management and Construction Management. The project managers, most all of whom are engineers, have direct responsibility for their projects and ensure the execution of quality capital projects with a high degree of budget and schedule adherence. The bureau is divided into geographic sections or special projects and works very closely with the other Bureaus and team in the Infrastructure Division, throughout its coordination process.

β’ Oversees and directs project managers engaged in project execution of capital projects in the Project Management Bureau of the SFPUC Infrastructure Division, from planning through design, construction, and activation phases. Monitors and resolves outstanding issues on capital projects.           
β’ Monitors the work of project managerβs teams and coaches them to ensure quality performance, on time, and within budget, internally as team leaders within SFPUC teams and externally with other City departments, agencies, and outside consultants      
β’ Develops and implements Bureau division goals, objectives, policies and priorities and policies for the efficient delivery of administration of the projects within the CIP.             
β’ Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities. Monitors staffing needs for projects per project schedules, including providing appropriate training and staff development.     
β’ Coordinates with the Bureaus and other teams in the Infrastructure Division to ensure proper support and execution of projects, including resources such as: construction superintendent, construction inspectors, contract administration, health and safety officers, and design field engineering support, project controls staff and other staff as needed.  
β’ Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.       
β’ Oversees preparation of bids and Request for Proposals and selection of consultants for specific capital projects.          
β’ Oversees the proper closeout of the projects following the evaluation of the contractorβs performance, and activation, and acceptance of the work.  Closeout includes documentation of the contractor responsibilities and coordination with financial staff for final payment.              
β’ Communicates regularly with executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before legislative boards, outside organizations, mayor's office staff, and the media.            
β’ Assesses and responds to community needs; provides consultation and advice to boards, committees and representatives from federal, state and local agencies.            
β’ Plans, organizes, directs, controls and reviews the operation of major departmental functions and activities.               
β’ Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors budget expenditures of the operating budget for the Project Management Bureau.
β’ Provides executive management with an early warning and practical options to potential cost overruns.
