About the Role

Human Resources Solutions (HRS) is recruiting for an Associate Staff Analyst to function as a Deputy Human Resources Business Partner (HRBP). This role supports the human resources needs of the Department of Social Services, Human Resources Administration, and the Department of Homeless Services.

Key Responsibilities

→Initiate and complete online Personnel Action Request (ePAR) Form for hiring processes
→Employ delegated authority for transactions affecting hiring, promotions, and salary adjustments
→Perform budget and headcount analyses and ensure reconciliation
→Draft specifications for Comprehensive Personnel System (CPS) actions
→Facilitate interactions with Recruitment, Classification, Salary Administration, and other HRS areas
→Assist in creating and submitting job descriptions and organization charts
→Follow up daily on HR transactions for onboarding, leaves of absence, and payroll matters
→Facilitate staff moves between program areas
→Serve as the primary interface for HRS transfer initiatives
→Prepare monthly and periodic status reports
→Maintain knowledge of all HR disciplines and business practices
→Represent the HRBP at meetings and fact-finding sessions
→Plan and execute employee recognition and cultural diversity programs

Requirements

✓Permanent staff analyst in civil service or comparable title
✓Strong understanding of HR processes and systems
✓Ability to analyze budget and headcount data
✓Excellent communication and interpersonal skills
✓Proficiency with HR Information System (HRIS) and other HR systems
✓Knowledge of HR rules, regulations, and procedures
✓Ability to draft clear specifications and reports
✓Experience with recruitment, classification, and salary administration processes
✓Ability to work collaboratively with various HR departments
✓Strong organizational and time management skills
✓Ability to represent the organization at meetings and sessions
