OVERVIEW
The Assistant Treasurer is a key leader within the Bank’s Corporate Treasury by owning day‑to‑day cash and liquidity management, balances, funding execution and monitoring, liquidity stress testing and forecasting, ALM model operations, and treasury control oversite and governance. The role drives high‑quality reporting to the Asset and Liability (ALCO) and Investment Committees, maintains critical governance artifacts (including limit monitoring, model assumptions, documentation, and audit/regulatory support), and partners cross‑functionally with Finance, Risk, Compliance, and Commercial teams to operationalize treasury strategy, policies, and regulatory requirements in alignment with policy, risk appetite, and regulatory expectations. The Assistant Treasurer is a hands‑on operator and analytical problem‑solver who ensures Coastal’s balance sheet is funded efficiently and resiliently, risks are measured accurately, controls are in place and effective, and information reaches leaders reliably and on time in a decision-useful and defensible manner.

RESPONSIBILITIES TO INCLUDE
Daily Cash & Funding Operations
- Own the daily cash position, intraday liquidity monitoring, and short‑term funding execution (e.g., FHLB advances, brokered deposits, fed funds/lines) within established limits and policies.
- Forecast cash position to anticipate cash shortfalls/excesses to provide management with early warning indicators and appropriately source additional funding to mitigate shortfalls and invest excesses.
- Coordinate settlement activities and reconcile cash movements across Treasury, Finance, and Operations.
Liquidity Management & Stress Testing
- Produce liquidity coverage/availability analyses, HQLA tracking, early‑warning indicators, and contingency funding plan playbooks; maintain dashboards and trend analyses, paying particular attention to liquidity ratios.
- Run periodic liquidity stress scenarios, assumptions refreshes, and back‑testing; document results and remediation actions.
Asset Liability Management (ALM) Model Operations & Interest Rate Risk (IRR) Reporting
- Operate ALM tools (e.g., Jack Henry ProfitStars or equivalent): data extracts, Extract, Transform, Load (ETL) checks, assumption updates (betas, decay, prepayments), Earnings at Risk (EaR)/ Economic Value of Equitsy (EVE) reporting, and model validations.
- Prepare IRR packages and sensitivity/scenario analyses for review by the Corporate Treasurer and ALCO.
Funds Transfer Pricing (FTP) & Profitability Analytics
- Maintain FTP curves/charges and product spreads; partner with Finance and Product to assess business line profitability and balance sheet optimization opportunities.
Investment Portfolio Support
- Assist with trade execution logistics, settlement, and compliance for AFS/HTM securities; perform yield, duration, and liquidity fit analyses; update portfolio metrics and limits tracking.
- Assist accounting in the classification of investments.
Support the Corporate Treasurer by conducting CRA-related investment research and execution. Capital Planning & Stress Testing Support
- Coordinate inputs for capital adequacy assessments and multi‑year capital plans; compile Risk Weighted Assets (RWA) and ratio projections under baseline and stressed scenarios.
ALCO & Investment Committee Reporting
- Build recurring ALCO packs (KPIs, liquidity coverage, IRR results, funding costs, policy limit usage); draft minutes and action logs; track remediation to closure.
Treasury Technology & Automation
- Enhance data pipelines, controls, and automated dashboards for liquidity, funding, IRR, and profitability metrics; improve close/forecast cycles and reduce manual work.
Governance, Policy, and Controls
- Maintain Treasury, Liquidity, IRR policies, procedures, and control inventories; support audits/exams; ensure segregation of duties, reconciliations, and documentation quality.
- Support regulatory exams in relation to liquidity, capital, and investments.
Cross‑Functional Partnerships
- Collaborate with Finance, Risk, Accounting, Operations, IT, and BaaS stakeholders to align assumptions, data integrity, and execution timelines. Support strategic initiatives led by the Corporate Treasurer and CFO.

QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Economics, or related field; CTP preferred. CFA/CPA a plus.
- 7+ years of progressive treasury/ALM experience in a regulated financial institution; prior exposure to liquidity risk, funding execution, and interest rate risk analyses.
- Proficiency with ALM software (e.g., Jack Henry ProfitStars or similar) and advanced Excel/financial systems; strong data extraction/merging and complex analysis skills.
- Working knowledge of regulatory capital, risk‑weighted assets, liquidity ratios/limits, and policy frameworks.
- Exceptional communication skills with the ability to translate technical results into clear business insights for ALCO and executive stakeholders.

- Strong organization and project management; able to juggle multiple priorities with high accuracy and accountability.
- Demonstrated experience automating financial or treasury processes, including cash reporting, reconciliations, liquidity monitoring, or management reporting.
