Key Responsibilities
- →Lead the end-to-end Compliance Monitoring Programme, ensuring it is risk-based and aligned with regulatory expectations
- →Design, plan, and execute monitoring reviews including thematic reviews, control testing, and deep-dive investigations
- →Develop detailed testing methodologies including test scripts, sampling frameworks, and control matrices
- →Identify and assess control deficiencies, root causes, and regulatory breaches with actionable recommendations
- →Track, follow up, and validate remediation to ensure corrective actions are fully implemented
- →Regularly review and enhance the Compliance Monitoring Framework in alignment with business growth and regulatory updates
- →Ensure all monitoring work is thoroughly documented, traceable, and evidence-based
- →Prepare high-quality monitoring reports and Management Information for senior management
- →Maintain monitoring dashboard and audit-ready documentation for internal audit and regulatory inspections
- →Support cross-functional assurance activities with risk management, internal audit, and operational teams
- →Monitor and interpret regulatory developments at EU and national levels
- →Assess regulatory updates for business impact and support implementation of new controls and policies
- →Develop and maintain compliance policies, procedures, and internal control frameworks
- →Support internal audits, regulatory examinations, and supervisory engagements
- →Participate in risk assessments and contribute to the Compliance Risk Assessment
- →Support continuous improvement of the compliance culture across the organization
Requirements
- ✓Degree in Law, business or a related field
- ✓Minimum 4 years of in-depth experience within a regulated entity in Malta as a Compliance Monitoring, Regulatory Compliance Manager, or similar role
- ✓Solid, in-depth knowledge of EU regulatory frameworks including financial services law, MiCA, DORA, and digital finance regulations
- ✓Proven experience in developing and implementing compliance programmes, control frameworks, and monitoring methodologies
- ✓Strong interpersonal skills with ability to work collaboratively across departments
- ✓Excellent analytical, drafting, and presentation skills
- ✓High ethical standards, sound judgment, and ability to maintain independence while supporting business goals
- ✓Experience with compliance tools such as transaction monitoring, screening, and risk scoring
- ✓Industry certifications such as CAMS, ICA Diploma, or equivalent
- ✓Knowledge of risk management
