About the Role
We are looking for a Pricing & Financial Analyst to support corporate pricing strategy and financial analysis for Federal IT and professional services proposals. This role involves detailed analytical execution and close partnership with various departments to develop accurate pricing artifacts.
Key Responsibilities
- →Lead analysis and develop pricing estimates to support new business proposals
- →Establish Price-to-Win (PTW), perform competitive intelligence, and recommend pricing posture
- →Maintain and customize pricing models and libraries; build competitive pricing databases
- →Lead pricing reviews with Executive Leadership and integrate direction on PTW strategies
- →Develop and maintain a pricing schedule of events aligned with the Shipley Business Development process
- →Review RFP/RFQ instructions and identify pricing-related risks and compliance issues
- →Conduct salary surveys and perform market research by geography and labor category
- →Work with Operations to define Bid LCATs and complete labor-category crosswalks
- →Develop and validate BOE, LOE, indirect/wrap rate assumptions, and escalation logic
- →Prepare subcontractor pricing data-call packages and review initial and target rates
- →Prepare pricing-related government Q&A and author price narratives and BOE documentation
- →Build government price files and cost-realism/sensitivity analyses
- →Cross-check and validate final pricing submissions for compliance
Requirements
- ✓Bachelor’s degree in Finance, Business, Accounting, Economics, or related field
- ✓Minimum 8 years pricing federal government services in IT, cybersecurity, or technical services
- ✓Minimum 2 years in federal proposal support
- ✓Proven experience managing government contract types: FFP, T&M and CPFF contracts
- ✓Proven PTW experience required
- ✓Demonstrated success leading pricing on complex, multi-partner proposals
- ✓Master level expertise with Excel required
- ✓Familiarity with the Federal Acquisition Regulation (FAR) and DFAR
- ✓Ability to obtain and maintain a DoD Secret clearance
