Language and representation are critical to justice. At PGLS, we recognize that language access is more than just a service; it is a matter of justice. Court proceedings are primarily conducted in English, yet the voices before the bench are diverse and multilingual. Accurate interpretation is essential, as legal counsel combined with interpretation significantly influences case outcomes.

Court Data for FY 2025 indicates that so far this fiscal year, only 38% of all noncitizens have had legal representation. The disparity becomes more pronounced when examining specific languages:

- Punjabi speakers → 84% represented (highest) - Mandarin speakers → 75% represented - Russian speakers → 64% represented - Spanish speakers → 34% represented - Creole speakers → 21% represented (lowest)

Representation Matters: Nearly 83% of removal orders in FY 2025 were issued to noncitizens without legal counsel. Among Creole speakers, a staggering 93% of unrepresented cases ended in removal. Spanish speakers face similar challenges, with over 80% of all removal orders linked to unrepresented cases.

Lesser-known languages encounter greater barriers. Languages spoken by smaller immigrant communities, such as Kekchi—used by Maya communities in Mexico, Guatemala, and Belize—face unique challenges. Out of 531 Kekchi-speaking cases so far, only 39% had representation, highlighting both interpreter scarcity and systemic barriers.
