Position Title: Sustainable Energy & Climate Expert Project: International consultancy on energy efficiency, climate resilience and sustainable urban development in Azerbaijan Application Deadline: 07 September 2025, 20:00 (Baku time) Application Email: green@greenconsulting.az Responsibilities

The expert will be responsible for the full cycle of technical tasks, including: 1. Review of national and local policies, strategies and legal frameworks in the field of energy and climate. 2. Mapping and engagement of stakeholders at municipal and regional level. 3. Collection and analysis of energy, emissions, socio-economic and climate-related data. 4. Preparation of a Baseline Emission Inventory (BEI). 5. Conducting a Risk and Vulnerability Assessment (RVA). 6. Identification of practical actions on mitigation, adaptation and energy poverty reduction. 7. Drafting bilingual (AZ/EN) reports and action plans. 8. Organization and facilitation of validation workshops with municipalities and stakeholders. 9. Submission of final deliverables to donor platforms and relevant authorities. 10. Support in incorporating feedback and making necessary revisions. Requirements

- University degree in energy, environment, climate science, urban planning, or related fields. - Minimum 5 years of proven professional experience in energy, climate or environmental projects. - Knowledge of methodologies for emission inventories, risk assessment, adaptation and mitigation planning. - Strong analytical, writing and reporting skills (Azerbaijani & English required). - Ability to work independently and meet strict deadlines. Desirable: - Experience with international organizations (EU, UNDP, GIZ, World Bank). - Previous involvement in energy or climate action planning in Azerbaijan or the South Caucasus.
