Position Summary
The Resident Compliance Specialist supports transportation‑related construction projects by ensuring compliance with resident protection commitments, regulatory requirements, and labor standards, including Davis‑Bacon and Related Acts (DBRA) requirements. This role serves as a liaison between residents, contractors, engineers, and public agencies to ensure construction activities comply with approved plans, permits, and federal and state labor compliance obligations.
The position has a strong focus on resident coordination, field compliance monitoring, certified payroll review, documentation, and issue resolution related to roadway, sidewalk, drainage, utility, and transit improvement projects throughout Florida.
Your Responsibilities as a Resident Compliance Specialist:
Resident & Community Compliance
• Serve as a point of contact for residents, businesses, and property owners impacted by transportation construction.
• Monitor compliance with Maintenance of Traffic (MOT) plans, pedestrian access, driveway access, ADA requirements, and safety measures.
• Coordinate temporary access, signage, and protection measures for residents and the traveling public.
• Track and respond to resident complaints, access issues, and quality‑of‑life concerns related to construction activities.
Regulatory & Construction Compliance
• Monitor construction activities for compliance with:
• FDOT Standards and Specifications
• Local government permits and right‑of‑way use agreements
• Environmental and erosion control permits
• ADA and pedestrian accessibility requirements
• Verify contractor adherence to construction sequencing, work hours, noise control, and site safety commitments affecting residents.
Davis‑Bacon & Labor Compliance
• Monitor compliance with Davis‑Bacon wage determinations and related labor requirements on federally‑funded or federally‑assisted projects.
• Review and verify certified payroll reports for accuracy, completeness, and wage compliance.
• Track employee classifications, wage rates, fringe benefits, and hours worked.
• Identify potential wage discrepancies or labor compliance issues and coordinate corrective actions.
• Assist with employee interviews, labor postings, and on‑site labor compliance verifications as required.
• Maintain Davis‑Bacon compliance logs, correspondence, and supporting documentation.
• Support audits, investigations, and reviews conducted by FDOT, FHWA, USDOL, or local agencies.
Field Monitoring & Documentation
• Conduct regular site visits to observe resident‑related impacts and labor compliance conditions.
• Document compliance findings through written reports, photographs, and field notes.
• Maintain logs for resident complaints, compliance issues, corrective actions, and resolutions.
• Verify required labor law postings and project notices are properly displayed on site.
Coordination & Communication
• Coordinate with contractors, inspectors, payroll personnel, engineers, and agency representatives.
• Participate in construction meetings and provide compliance updates.
• Prepare written notices, compliance summaries, and responses related to resident and labor concerns.
• Support community outreach efforts, including notices related to construction impacts and scheduling.
Reporting & Recordkeeping
• Prepare weekly or monthly compliance reports outlining resident impacts and Davis‑Bacon compliance status.
• Maintain organized and auditable compliance records in accordance with project and agency requirements.
• Assist with closeout documentation related to labor compliance and resident commitments.
Knowledge, Skills, and Abilities
• Working knowledge of transportation construction practices and terminology.
• Strong understanding of Davis‑Bacon and Related Acts requirements.
• Familiarity with FDOT standards, MOT plans, and public right‑of‑way construction.
• Ability to review certified payrolls and identify wage and classification issues.
• Excellent written, verbal, and interpersonal communication skills.
• Strong attention to detail and documentation accuracy.
• Ability to work effectively in active construction environments.
• Professional, tactful, and solution‑oriented approach when interacting with the public and contractors.
What we're looking for:
• High school diploma or equivalent required; associate or bachelor’s degree in construction management, engineering, public administration, or related field preferred.
• 2–5 years of experience in transportation construction, compliance, inspection, labor compliance, or public works.
• Experience with Davis‑Bacon compliance on federally‑funded construction projects preferred.
• Familiarity with FDOT or Florida local agency projects strongly preferred.
• Valid Florida driver’s license with clean driving record.
• Can work primarily remotely, with occasional office visits in Fort Myers and to local client sites.
• Sponsorship not available now or in the future.
Preferred Qualifications & Certifications
• Davis‑Bacon or labor compliance training/certification
• Inspector or construction compliance certifications
• Experience with FHWA‑funded or federally assisted projects
Working Conditions
• Potential field work in active construction zones.
• Outdoor work in Florida weather conditions.
• May require early mornings, nights, or weekend work depending on construction schedules.
• Regular local travel within project corridors.
