New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Response Bureau is NYCEM's 24/7 operations arm and is responsible for monitoring and responding to incidents across the five boroughs. Response Bureau personnel are the agency's frontline staff for alerting the public and City agencies, initiating on-scene NYCEM response, and providing ongoing coordination during emergencies. Response also supports interagency coordination and planning for special/planned events throughout the city.
The Public Warning Unit operates 24 hours per day and seven days per week out of Watch Command, NYCEMβs operations center. Public Warning staff work in conjunction with the Interagency Coordination and Monitoring staff to monitor citywide radio frequencies; local, national, and international media; and social media to identify incidents impacting NYC, and are responsible for the corresponding dissemination of Notify NYC alerts and notifications. The NYCEM Public Warning unit is also responsible for activation of the Cityβs Wireless Emergency Alert (WEA) and Emergency Alert System.
Reporting to the Director of Public Warning with latitude for independent initiative and judgment, the Public Warning Operations Manager is responsible for strategic, administrative, and operational support of New York Cityβs Public Warning Unit, including, but not limited to, the Notify NYC program, Wireless Emergency Alerts, and the Emergency Alert System.
The duties are as follows:
Supervisory Responsibilities:
- Supervises up to nine (9) staff members, and delegates work to support division strategic priorities; manages workload and stress levels through listening, schedule flexibility, and redistribution of work where appropriate.
- Oversees staff daily operations including scheduling, timekeeping, and overtime management.
- Trains staff on the operations of the unit, monitoring individual performance metrics[BP1.1][TR1.2]; sets annual goals with staff and monitors progress toward goals and other deliverables.
- Drives professional career development of unit staff, coaching and encouraging training opportunities and new projects and challenges, as appropriate; conducts annual performance evaluations.
Operational Responsibilities:[BP2.1][MOU2.2][TR2.3]
- Provide guidance and managerial oversight of Public Warning personnel during daily public safety incidents that require dissemination of public messaging.
- Develop reports and program data summaries for senior/executive staff.
- Serve as a point of contact and liaison between NYCEM units, private vendors/contracts, and City agency partners related to the Notify NYC program.
- Serve as an escalation point for customer service inquiries that are unable to be handled by the frontline Public Warning staff.
- Serve as a Public Warning Specialist on a contingent basis to fill critical staffing gaps, including during non-business hours.
- Assist the Director in long-term strategic planning for the Public Warning unit, including, but not limited to, maintaining awareness of emerging technologies and evolving industry best practices and working to incorporate them into long-term innovation goals.
- Assist in managing the continuous improvement process of Public Warning Unit operations β includes program evaluation, identification of operational needs, and development/ implementation of operational plans.
- Develop, maintain, and update as necessary standard operating procedures, technical reference documents, and training materials for the Notify NYC program and the Cityβs alert and warning systems.
- Take and maintain minutes during programmatic, intake, and operational meetings.
- Drive project management for the unit, including developing timelines and meeting deliverables.
- Serve as an escalation point for the Public Warning Duty Officer Program[BP3.1][MOU3.2][TR3.3][TR3.4], the programβs 24/7 on-call system for operational support.
- Coordinate with members of the NYCEM Response Bureau Management Team to ensure that the Public Warning operations and activities are seamlessly integrated with those of the Watch Command and Field Response, to ensure each unit is operating cohesively and effectively.
- Other duties as assigned by the Director of Public Warning and/or the Assistant Commissioner of Response.

Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.
The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.
