About the Role We are seeking a Business Analyst to support application modernization efforts in a state government setting. This role involves analyzing legacy systems and leading the transition to modern platforms. Key Responsibilities • Analyze legacy applications and business workflows • Gather and document business requirements • Develop user stories, functional specifications, and acceptance criteria • Collaborate with business and technical teams • Support Agile/Scrum delivery using Jira or Azure DevOps • Lead UAT, testing, defect tracking, and stakeholder sign-off • Support application modernization, migration, and change management Requirements • 7+ years of Business Analyst experience • 3+ years in a Senior Business Analyst role • Mandatory state government experience • Experience with legacy systems and digital transformation • Strong requirements gathering and documentation skills • Agile/Scrum and UAT experience • Excellent communication and analytical skills Preferred • WCAG 2.1 knowledge • Public-sector compliance experience • Pennsylvania Commonwealth agency experience
