About the Role We are looking for a Business Analyst to support the design of future-state operations for the Non-MAGI Medicaid Eligibility System as part of the Medicaid Eligibility Continuing Modernization (MECM) program. Key Responsibilities • Document current-state (As-Is) business processes, workflows, roles, systems, and pain points • Develop future-state (To-Be) process flows using Microsoft Visio • Facilitate stakeholder workshops with business and technical teams • Prepare executive-level PowerPoint presentations highlighting options, risks, and implementation requirements • Research policies and procedures and prepare summaries using Word and Excel • Identify gaps between current and future-state processes to support implementation planning • Maintain documentation, decision logs, action items, and version control Requirements • Operating Model Design • Business Process Mapping (As-Is / To-Be) • Advanced Microsoft Visio • PowerPoint, Word, and Excel • Stakeholder Management & Workshop Facilitation • Process Improvement & Implementation Planning • Strong Analytical and Communication Skills • Executive-Level Reporting Preferred Qualifications • Medicaid or Healthcare Experience • Health and Human Services (HHS) • Public-Sector Modernization Projects • Change Management & Organizational Readiness • New York State Government Experience
