About the Role We are looking for an experienced Technical Manager to lead the architecture, technical delivery, and modernization of TennCare's Financial Change Request (FCR) platform. Key Responsibilities • Lead end-to-end solution architecture and technical delivery on AWS • Oversee backend (FastAPI), frontend (React), and infrastructure (Terraform) • Drive integrations with ForgeRock SSO, MMIS/MFT, PDMS/ISL, and Splunk • Lead Agile sprint planning, technical decisions, and stakeholder demonstrations • Oversee AI-powered document extraction using AWS Textract and Bedrock • Ensure security compliance, RBAC, encryption, and NIST 800-53 alignment • Mentor developers and promote GitHub Copilot best practices • Collaborate with business stakeholders, IT teams, and project leadership Requirements • AWS (ECS Fargate, RDS/Aurora PostgreSQL, S3, Textract, Bedrock) • Python / FastAPI / React • Terraform (Infrastructure as Code) • AI/ML and Intelligent Document Processing (IDP) • SAML 2.0, JWT, RBAC, AWS KMS • Agile Delivery & Technical Team Leadership • Security, Governance & Compliance Ideal Candidate: A hands-on technical leader with strong AWS architecture experience, AI integration knowledge, and proven experience delivering enterprise modernization projects. Government or healthcare experience is a plus.
