About the Role We are seeking an experienced Scrum Master for a long-term contract position with a California State Agency. This role will focus on consolidating two existing cannabis licensing systems into a centralized SaaS solution using Agile Scrum-based implementation. Key Responsibilities • Facilitate Agile ceremonies including daily stand-ups, sprint planning, sprint reviews, and retrospectives • Collaborate with Product Owners to prioritize and refine product backlogs • Track sprint velocity and promote a collaborative, self-organizing team environment • Manage stakeholder expectations and support incremental product delivery • Coordinate with cross-functional teams throughout planning, development, testing, data migration, and deployment • Support the phased replacement of legacy cannabis licensing systems Requirements • Bachelor's degree in Business Administration, IT, Project Management, Computer Science, or a related field • Minimum 4 years of Scrum Master experience on large-scale, complex IT projects • Scrum Master certification • 2+ years of experience maintaining sprint velocity and fostering self-organizing teams • 2+ years of experience partnering with Product Owners on backlog management and stakeholder coordination • 1–3 years of experience as a Scrum Master implementing or maintaining a cannabis licensing and compliance registration system is desirable • For degrees earned outside English-language programs, NACES-member credential evaluation is required, as applicable
