About the Role

ANSER is seeking a Foreign Comparative Testing (FCT) SME/Program Manager to support the FCT Program office within the Office of the Undersecretary of Defense for Research and Engineering. This role involves managing complex programs, providing strategic advice, and overseeing prototype development for DoD research and acquisition programs.

Key Responsibilities

→Initiate, supervise, and develop requirements from a project’s inception to conclusion for complex programs.
→Provide strategic advice, technical guidance, and expertise to program and project staff.
→Analyze and recommend improvements for client-specific or mission-critical challenges.
→Consult with clients to define needs and problems.
→Supervise surveys to collect and analyze data for providing advice and solutions.
→Provide system engineering and technical analysis of prototypes and demonstrations.
→Respond to short notice data calls, budget queries, and project updates.
→Monitor project execution via tracking tools and financial products.
→Prepare budget justifications and deliver briefs to support customers.

Requirements

✓Minimum security clearance or ability to acquire a TS/SCI clearance.
✓Master’s degree.
✓15+ years of experience with DoD concepts, weapon systems, and capabilities.
✓Experience in planning and managing federal government programs.
✓Ability to solve complex problems across government, industry, and academia.
✓Strong communication skills for technical and non-technical audiences.
✓Experience in developing and executing policy and process improvement activities.
