About the job
As a Talent Acquisition Consultant, you’ll partner with USDS delivery teams, leadership, and HR to run and continuously improve technical recruiting and hiring operations. Working day-to-day with the client team, you’ll help USDS staff the right people for complex, high-impact work that directly affects how the public experiences government services. You’ll optimize sourcing, screening, and interview coordination, and you’ll use service-design–informed approaches like workflow mapping and process iteration to reduce time-to-fill and improve the reliability of end-to-end hiring workflows.
What you’ll do
• Partner with hiring managers, delivery leads, and the client’s HR team to align staffing needs with contract requirements and delivery timelines
• Support full-cycle recruiting for technical and delivery roles across engineering, design, product, data, and research
• Source and engage candidates through targeted outreach using established recruiting workflows and tools
• Conduct initial candidate screens to assess skills, interest, availability, and alignment with role requirements
• Coordinate interviews end to end, including scheduling, candidate communications, and interviewer readiness
• Develop and maintain recruiting documentation, including SOPs, interview guides, and hiring rubrics
• Track, analyze, and report on key recruiting metrics like time-to-fill, pipeline health, and sourcing effectiveness
• Ensure accurate, up-to-date data across recruiting systems and tools
• Identify bottlenecks and drive measurable improvements to end-to-end recruiting workflows to reduce hiring cycle time and improve predictability
• Deliver a clear, consistent, and professional candidate experience throughout the process
• Support onboarding readiness and smooth candidate-to-employee transitions in partnership with the client’s HR team
What we're looking for
Minimum qualifications
• Experience supporting technical recruiting in an in-house, consulting, or agency setting
• Proven ability to source and recruit for roles such as software engineer, product manager, product designer, researcher, and data roles (data analyst, data scientist, or data engineer)
• Experience conducting candidate screens to assess skills, interest, availability, and alignment with role requirements
• Strong understanding of recruiting workflows, pipeline management, and hiring operations
• Experience working in highly regulated, delivery-oriented, or project-based environments
• Proficiency with applicant tracking systems (ATS) and sourcing tools
• Strong organizational skills and attention to detail
• Excellent written and verbal communication skills
• Commitment to a clear, consistent, and respectful hiring process
• Ability to work effectively in a professional services environment
• Passion for improving public outcomes through great government services
• A mindset and work approach that align with Skylight’s core values
• Ability to travel for work from time to time
Nice-to-have qualifications
• Understanding of how modern tech teams are structured and collaborate
• Experience improving recruiting operations through process design, workflow mapping, and operational improvement initiatives
• Experience working in modern govtech or public-sector digital environments
• Familiarity with federal hiring constraints, including public trust or security clearance requirements
• Experience working in a remote-team environment

Salary
We want to give you the most competitive salary possible. After all, you deserve it! To that end, we use the results of our interview process to determine what salary is most appropriate given your current level of seniority. For a Talent Acquisition Consultant at Skylight, the current salary ranges are as follows:
• Senior Talent Acquisition Consultant: $150,000–$185,000
• Staff Talent Acquisition Consultant: $170,000–$203,000
• Principal Talent Acquisition Consultant: $180,000–$230,000
